The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor of Records January 10, 2022 SPR22/0051 Cara Dahill Town Clerk Town of Carver 108 Main Street Carver, MA 02330 Dear Cara Dahill: I have received the petition of Mary Dormer appealing the response of the Town of Carver (Town) to a request for public records. G. L. c. 66 § 10A; see also 950 C.M.R. 32.08(1). On December 28, 2021, Ms. Dormer requested, “all documents pertaining to either EPA or DEP approval of use of concrete poles for [a named location] that [a named individual] stated were issued during the December 28, 2021 Planning Board meeting. Additionally, please provide me with all information and documentation that would support [the named individual’s] statements…that this was a minor modification and not a modification of a special permit…Please include the documentation that would support [their] determination that no special permit exists and that the vote during the 12/28/2021 meeting was not…governed by the town's special permit by-laws.” The Town provided a response on January 10, 2022. Unsatisfied with that response, Ms. Dormer petitioned this office and this appeal, SPR22/0051, was opened as a result. Subsequently, the Town provided a supplemental response to Ms. Dormer. Accordingly, I will consider this administrative appeal closed. Ms. Dormer may appeal the substantive nature of the Town’s January 10th response within ninety (90) days. See 950 C.M.R. 32.08(1).
