Murray Supervisor of Records January 14, 2022 SPR22/0053 Cara Dahill Town Clerk Town of Carver 108 Main Street Carver, MA 02330 Dear Ms. Dahill: I have received the petition of Mary Dormer appealing the response of the Town of Carver (Town) to a request for public records. G. L. c. 66 § 10A; see also 950 C.M.R. 32.08(1). On December 28, 2021, Ms. Dormer requested, “all documents pertaining to either EPA or DEP approval of use of concrete poles for [a named location] that [a named individual] stated were issued during the December 28, 2021 Planning Board meeting. Additionally, please provide me with all information and documentation that would support [the named individual’s] statements…that this was a minor modification and not a modification of a special permit…Please include the documentation that would support [their] determination that no special permit exists and that the vote during the 12/28/2021 meeting was not…governed by the town's special permit by-laws.” Previous Appeal The records sought were the subject of a previous appeal. See SPR22/0051 Supervisor of Records Determination (January 10, 2022). There, I closed the administrative appeal because the Town provided a supplemental response on January 10, 2021. Unsatisfied with the substantive nature of the Town’s response, Ms. Dormer petitioned this office and this appeal, SPR22/0053, was opened as a result. Subsequently, the Town provided a further response on January 12, 2022. Accordingly, I will consider this administrative appeal closed. Ms. Dormer may appeal the substantive nature of the Department's response within ninety days. See 950 C.M.R. 32.08(1).
