G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On December 8, 2021, Mr. Dias requested a copy of: Any certification of TIF [B]oard member Paul Coogans’ receipt of a copy of the Open Meeting Law Regulations promulgated under Section 25 and a copy of the educational materials prepared by the Attorney General explaining the Open Meeting Law and its application pursuant to Section 19. Or any other Open Meeting Law certification of Mayor Coogan, after he had become a member of the TIF [B]oard. After not receiving a response within ten (10) business days, Mr. Dias petitioned the Supervisor of Records (Supervisor), and this appeal was opened. Subsequently, I learned that the City’s Legal Department is in the process of providing Mr. Dias with a response. Accordingly, the City is ordered to provide Mr. Dias with said response in accordance with the Public Records Law, its Access Regulations and this order within 10 business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Mr. Dias may appeal the substantive nature of the City’s response within ninety calendar days.
