The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor of Records February 9, 2022 SPR22/0184 Christopher Guerin, Esq. Special Counsel/Records Access Officer Division of Capital Asset Management and Maintenance One Ashburton Place, 15th Floor Boston, MA 02108 Dear Attorney Guerin: I have received the petition of Colman Herman appealing the response of the Division of Capital Asset Management and Maintenance (Division/DCAMM) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 10, 2022, Mr. Herman requested, “proposals to redevelop the Hurley building” and “[a]ll the documents submitted by the bidders.” DCAMM provided a response to Mr. Herman on January 27, 2021. Unsatisfied with DCAMM’s response, Mr. Herman petitioned this office and this appeal, SPR22/0184, was opened as a result. Subsequent to the opening of this appeal, a supplemental response was provided by DCAMM on February 9, 2022. Where the basis of this appeal was the DCAMM’s January 27th response, I will consider this administrative appeal closed. If issues remain unresolved, Mr. Herman may appeal the substantive nature of the February 9th response within 90 days. See 950 C.M.R. 32.08(1). Sincerely, Rebecca S.
