Murray Supervisor of Records February 22, 2022 SPR22/0296 General Headquarters Massachusetts Department of State Police 470 Worcester Road Framingham, MA 01702 Dear Attorney Hynes: I have received the petition of Craig Shibley appealing the nonresponse of the Massachusetts State Police (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 19, 2022, Mr. Shibley requested: 1. The initial Software as a Service (SaaS) training as well as installation, configuration, support, and customization agreements; 2. Copies of all related contracts with Shi International to include the original cost as well as all subsequent FY expenses . . . incurred from 2010 – Present; 3. The approved digitization process to archive all DIS analog & digital assets to ACISS . . . Claiming to not yet have received responsive records, Mr. Shibley petitioned this office and this appeal, SPR22/0296, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Department has provided a response. Accordingly, the Department is ordered to provide Mr. Shibley with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Access Regulations within ten (10) business days. A copy of any such response must be provided to this office. Mr. Shibley may appeal the substantive nature of the Department’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
