Murray Supervisor of Records February 18, 2022 SPR22/0356 Dan Zivkovich Executive Director Randolph Municipal Police Training Committee 6 Adams Street Randolph, MA 02368 Dear Mr. Zivkovich: I have received the petition of Andrew Quemere appealing the nonresponse of the Town of Randolph Municipal Police Training Committee (Town) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On December 12, 2021, Mr. Quemere requested: [1] All policies, procedures, and training records . . . related to the right of the public to photograph and audio/video record police officers [;] [2] All policies, procedures, and training records related to the Massachusetts wiretapping statute [.] Claiming to not yet have received a response, Mr. Quemere petitioned this office and this appeal, SPR22/0356, was opened as a result. Subsequently, I learned that the Town intends to provide a written response to Mr. Quemere. Accordingly, the Town is ordered to provide Mr. Quemere with a response in accordance with the Public Records Law, its Access Regulations and this order within ten business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Mr. Quemere may appeal the substantive nature of the Town’s response within ninety days.
