Murray Supervisor of Records February 28, 2022 SPR22/0409 Carly Premo Melo Director of Technology Services City of Framingham 150 Concord Street Framingham, MA 01702 Dear Ms. Premo Melo: I have received the petition of Olufunmilola Shelly appealing the response of the City of Framingham (City) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 28, 2022, Ms. Shelly requested an identified letter of recommendation. Previous Appeal The record sought by Ms. Shelly was the subject of a previous appeal. See SPR22/0314 Supervisor of Records Determination (February 14, 2022). There, I found it unclear how the record could be withheld in its entirety under Exemption (c) of the Public Records Law. The City provided a responsive record on February 18, 2022. Unsatisfied with that response, Ms. Shelly petitioned this office and this appeal, SPR22/0409, was opened as a result. Subsequently, the City informed a staff attorney in the Public Records Division that it intends on sending Ms. Shelly a supplemental response. Accordingly, the City is ordered to provide Ms. Shelly with a written response in accordance with the Public Records Law, its Regulations, and this order within ten business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Ms. Shelly may appeal the substantive nature of the City’s response within ninety days.
