Murray Supervisor of Records March 8, 2022 SPR22/0518 Jacqueline Cook Records Access Officer Lowell Police Department 50 Arcand Drive Lowell, MA 01852 Dear Ms. Cook: I have received the petition of Kevin J. Goscila appealing the nonresponse of the Lowell Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 14, 2022, Mr. Goscila requested “…all records, a table of contents or other list of the Department’s general orders.” Claiming to not yet have received responsive records, Mr. Goscila petitioned this office and this appeal, SPR22/0518, was opened as a result. Subsequently, the Department provided a response dated March 7, 2022 to Mr. Goscila’s request. Where the basis of this appeal was opened as a result of the Department’s lack of a written response, I will consider this administrative appeal closed.
