The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor of Records March 16, 2022 SPR22/0550 Denise J. Karlin, Esq. Assistant General Counsel Records Access Officer Department of Early Education and Care 50 Milk Street, 14th Floor Boston, MA 02109 Dear Attorney Karlin: I have received the petition of Sarah Ryley of the Boston Globe appealing the response of the Department of Early Education and Care (Department) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 26, 2022, Ms. Ryley requested several categories of “data for all congregate care locations in EEC’s LEAD database.” Ms. Ryley and the Department continued to correspond concerning this request until March 3, 2022. Unsatisfied with the Department’s responses, and stating she had not yet received the requested records, Ms. Ryley appealed, and this case was opened as a result. Subsequent to the opening of this appeal, I learned that the Department provided a supplemental response by email to Ms. Ryley and this office on March 15, 2022, including responsive records. As this appeal was opened based on the Department’s previous responses, I will now consider this administrative appeal closed. Ms. Ryley may further appeal the substantive nature of the Department’s March 15th response within ninety (90) days. See 950 C.M.R. 32.08(1). Sincerely, Rebecca S.
