The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor of Records March 16, 2022 SPR22/0609 Attorney Kathleen M. Lane City of Gloucester Legal Department 9 Dale Avenue, City Hall Gloucester, MA 01930 Dear Attorney Lane: I have received the petition of Colby Jackson, Esq., of Krakow, Souris & Landry, LLC, on behalf of Christopher J. Galatis, appealing the nonresponse of the City of Gloucester (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 14, 2022, Christopher J. Galatis requested “…a copy of the complete SOQs submitted in response to the RFQ for a certain project for all CM/GC respondents, qualified or not.” Claiming to not yet have received responsive records, Attorney Jackson petitioned this office and this appeal, SPR22/0609, was opened as a result. Subsequently, a representative of the City provided a response dated March 16, 2022 to Christopher J. Galatis’s request. Where the basis of this appeal was opened as a result of the City’s lack of a written response, I will consider this administrative appeal closed. Attorney Jackson may appeal the substantive nature of the City’s response within ninety (90) days. See 950 C.M.R. 32.08(1). Sincerely, Rebecca S. Murray Supervisor of Records cc: Colby Jackson, Esq.
