The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor of Records March 17, 2022 SPR22/0630 Jacqueline Cook Lowell Police Department 50 Arcand Drive Lowell, MA 01852 Dear Ms. Cook: I have received the petition of Artie Grenier appealing the nonresponse of the Lowell Police Department (Department) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). Specifically, Mr. Grenier requested summaries of disciplinary records, resume, internal affairs file, continuing education certificates, any additional training records and certificates provided and/or facilitated by the City of Lowell and use of force reports of a Department employee. Having received no response, Mr. Grenier petitioned this office. Subsequently, this office was notified that a response was provided, dated March 17, 2022. Where this matter was opened based upon the Department’s lack of a written response, I will now consider this administrative appeal closed. Mr. Grenier may appeal the substantive nature of the Department’s response within ninety days. See 950 C.M.R. 32.08(1). Sincerely, Rebecca S.
