Murray Supervisor of Records April 7, 2022 SPR22/0719 Kelly Govoni Records Access Officer Executive Office for Administration & Finance State House, Room 373 Boston, MA 02133 Dear Ms. Govoni: I have received the petition of Claudia Chiappa appealing the response of the Executive Office for Administration & Finance (Office) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 27, 2022, Ms. Chiappa requested the following: • all records related to requests for payment for costs associated with the state drug lab crisis, including but not limited to payments from the Hinton Lab Reserve Fund. . . . from Jan. 1, 2017 to present. • all records relating to reports [the] agency is required to file quarterly with the state House and Senate Committees on Ways and Means. The Office responded on March 18, 2022, providing a link to responsive records. Unsatisfied with the Office’s response, and contending the Office possesses additional records, Ms. Chiappa appealed, and this case was opened as a result. Based on an email from the Office on April 6, 2022, I understand that the Office intends to provide a supplemental response to Ms. Chiappa. Accordingly, said response must be provided in a manner consistent with the Public Records Law and its regulations within ten business days. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. If issues remain unresolved, Ms. Chiappa may appeal the substantive nature of the Office’s supplemental response within ninety days. See 950 C.M.R. 32.08(1).
