Murray Supervisor of Records April 25, 2022 SPR22/0848 Allison Mondello Primary RAO Massachusetts State Police 470 Worcester Road Framingham, MA 01702 Dear Ms. Mondello: I have received the petition of Deanna Connolly appealing the nonresponse of the Massachusetts State Police (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 25, 2022, Ms. Connolly requested the following records regarding Trial Boards held by the Massachusetts State Police from 2012 to current date: 1) Process, policy, and/or procedure(s) followed from the date of the incident prompting disciplinary charges 2) Formal charges brought against Trooper in Trial Board 3) Trial Board’s finding and recommendations 4) Disciplinary action taken as a result of Trial Board’s findings 5) List Troopers terminated since 2000 following a Trial Board … 6) information related to the number of current/active MSP personnel with previous disciplinary charges & the classification of those charges 7) information regarding current/active MSP personnel who have previously received internal or public complaints related to discrimination or discriminatory behavior on duty. Claiming to not yet have received responsive records, Ms. Connolly petitioned this office and this appeal, SPR22/0848, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Department has provided a response. Accordingly, the Department is ordered to provide Ms. Connolly with a response to her request, provided in a manner consistent with this order, the Public Records Law and its Access Regulations within ten (10) business days. A copy of any such response must be provided to this office. Ms. Connolly may appeal the substantive nature of the Department’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
