G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On April 13, 2022, Ms. Stroll requested the following records: [1] Any payroll records from April 1, 2021 through present of [named persons]. [2] The entire internal affairs file for any complaints against [named person]. [3] Any written communication including but not limited to an email, letter or text message between a town employee and/or elected town official and [named person] notifying him of a change in job status from April 1, 2021 through present. [4] Any written communication including but not limited to an email, letter or text message between a town employee and/or elected town official and [named person]notifying him of a change in job status from April 1, 2021 through present. [5] The most recent monthly summary of [named person]call activity from his town- issued cell phone. [6] A copy of the police fiscal year 2022-2023 budget. [7] Executive session minutes from meetings starting from April 1, 2021 through present where the Town’s police chief was discussed. On April 21, 2022, the Town responded. Unsatisfied with the Town’s response, Ms. Stoll petitioned this office and this appeal, SPR22/0958, was opened as a result. Based upon a conversation between a Public Records Division staff attorney and a Town representative, it is my understanding that the Town intends on providing a subsequent response to Ms. Stoll. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Ms. Stoll may appeal the substantive nature of the Town’s response within ninety days.
