Murray Supervisor of Records June 2, 2022 SPR22/1187 Theresa Finnegan Records Access Officer Hampden County Sheriff’s Office 627 Randall Road Ludlow, MA 01056 Dear Officer Finnegan: I have received the petition of Karina Wilkinson appealing the nonresponse of the Hampden County Sheriff’s Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On May 4, 2022, Ms. Wilkinson requested the following documents: [1] documents containing current inmate calling service (ICS) provider phone rates and site commission percentage(s) [and] amendments including rate or commission changes [2] monthly revenues, call minutes, call volumes, and commission totals for the period August 1, 2021 through February 28, 2022 [3] documents containing information on video visitation option in the current contract was implemented, [4] Any documents containing the same information on tablets. Claiming to not yet have received responsive records, Ms. Wilkinson petitioned this office and this appeal, SPR22/1187, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Department has provided a response. Accordingly, the Department is ordered to provide Mr. Wilkinson with a response to her request, provided in a manner consistent with this order, the Public Records Law and its Access Regulations within ten (10) business days. A copy of any such response must be provided to this office. Ms. Wilkinson may appeal the substantive nature of the Department’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
