The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor of Records June 2, 2022 SPR22/1188 Thomas Mitchell Public Information Officer Hampshire County Sheriff’s Department 205 Rocky Hill Road Northampton, MA 01061 Dear Officer Mitchell: I have received the petition of Karina Wilkinson appealing the nonresponse of the Hampshire County Sheriff’s Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On May 4, 2022, Ms. Wilkinson requested the following documents: [1] documents containing current inmate calling service (ICS) provider phone rates and site commission percentage(s) [and] amendments including rate or commission changes [2] revenues, call minutes, call volumes, and commission totals for the period August 1, 2021 through February 28, 2022 [3] documents containing information on video visitation … including rates, revenues, and commissions [and] documents containing the same information on tablets. Claiming to not yet have received responsive records, Ms. Wilkinson petitioned this office and this appeal, SPR22/1188, was opened as a result. Subsequently, I learned that the Department provided Ms. Wilkinson with a response dated May 20, 2022. Where the basis of this appeal was opened as a result of the Department’s lack of written response, I will now consider this administrative appeal closed. Ms. Wilkinson may appeal the substantive nature of the Department’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
