The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records August 8, 2022 SPR22/1694 Robin Hulsoor Director of Finance and Operations Billerica Public Schools 365 Boston Road Billerica, MA 01821 Dear Ms. Hulsoor: I have received the petition of Debbie Barnes appealing the response of the Billerica Public Schools (School) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On May 20, 2022, Ms. Barnes requested: “… all documentation, emails, text messages, correspondence, meeting summaries, etc. related to an incident that happened in the [named place] on February 2, 2022 between [named persons]… documentation, emails, texts, Aspen entries, etc. to show exactly when [named person] reported this incident, and to whom he reported it to.” On July 22, 2022, the School responded. Unsatisfied with the School’s response, Ms. Barnes petitioned this office and this appeal, SPR22/1694, was opened as a result. Based upon a conversation between a Public Records Division staff attorney and a School representative, it is my understanding that the School intends on providing a subsequent response to Ms. Barnes. Accordingly, the School is ordered to provide Ms. Barnes with a response to her request in a manner consistent with the Public Records Law and its Access Regulations within 10 business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Ms. Barnes may appeal the substantive nature of the School’s response within ninety days. See 950 C.M.R. 32.08(1).
