The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records August 11, 2022 SPR22/1738; SPR22/1739; SPR22/1740; SPR22/1742 Allison M. Cogliano, Esq. Assistant City Solicitor 45 School Street - City Hall Brockton, MA 02301 Dear Attorney Cogliano: I have received the petitions of Sean Sheridan appealing the responses of the City of Brockton (City) to requests for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On July 28, 2022, Mr. Sheridan requested, “… all towing contracts in place in 2021 with … [named towing companies].” The City responded on July 28, 2022. Unsatisfied with the responses, Mr. Sheridan petitioned this office and these appeals SPR22/1738; SPR22/1739; SPR22/1740 and SPR22/1742, were opened as a result. Based upon a conversation between a Public Records Division senior attorney and a City representative, it is my understanding that the City intends on providing a subsequent response(s) to Mr. Sheridan. Accordingly, the City is ordered to provide Mr. Sheridan with said response(s) in a manner consistent with the Public Records Law and its Regulations within 10 business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Mr. Sheridan may appeal the substantive nature of the City’s response within ninety days. See 950 C.M.R. 32.08(1).
