The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records August 19, 2022 SPR22/1882 Gayle Tickel Records Access Officer Old Colony Correctional Center One Administration Road Bridgewater, MA 02324 Dear Ms. Tickel: I have received the petition of Joshua Carrier appealing the response of the Old Colony Correctional Center (OCCC/Center) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On July 16, 2022, Mr. Carrier requested: All documents and/or communications that has been sent from or to the below parties that is discussing OCCC Chapel, OCCC’s Chapel Foyer, Chaplin’s Offices, Chapel/Chaplin’s moves, Chapel Clerk’s moves, and/or other items relating to such moves. This is only seeking information from the person identified below as having initiated this document/communication or having received this document/communication from the start date of November 1, 2021 to the time of this request is fulfilled to include any communication the records access officer has with the parties. This is for [four named individuals]. The Center responded on July 26, 2022, denying the request. Unsatisfied with the Center’s response, Mr. Carrier appealed, and this case was opened as a result. Subsequent to the opening of this appeal, I learned that the Center provided a supplemental response by email to this office on August 17, 2022, and by mail to Mr. Carrier on August 19, 2022. As this appeal was opened based on the Center’s July 26th response, I will now consider this administrative appeal closed. If issues remain unresolved, Mr. Carrier may further appeal the substantive nature of the Center’s supplemental response within ninety (90) days. See 950 C.M.R. 32.08(1).
