The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records August 17, 2022 SPR22/1885 Stacy Book Compliance Officer III Massachusetts Parole Board 12 Mercer Road Natick, MA 01760 Dear Ms. Book: I have received the petition of Kevin Norris appealing the nonresponse of the Massachusetts Parole Board (Board) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On July 25, 2022, Mr. Norris requested “… a copy of the Board’s policy regarding earned good-time [and] a copy of any policy and/or internal memo implemented in response to the Commission’s findings regarding racial discrimination.” Claiming to not yet have received responsive records, Mr. Norris petitioned this office and this appeal, SPR22/1885, was opened as a result. Subsequently, I learned that the Board provided Mr. Norris with a response dated August 12, 2022. Where the basis of this appeal was opened as a result of the Board’s lack of a written response, I will now consider this administrative appeal closed. Mr. Norris may appeal the substantive nature of the Board’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
