The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records September 13, 2022 SPR22/1983 Elizabeth Pawlowski Public Records Request Officer Data & Compliance Coordinator Holyoke Community Charter School 2200 Northampton Street, Holyoke, MA 01040 Dear Ms. Pawlowski: I have received the petition of Chris P. Courtney appealing the nonresponse of Holyoke Community Charter School (School) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On August 9, 2022 and again on August 24, 2022, Chris Courtney requested six categories of records relating to a general contractor and subcontractors at the School. Having received no response, Chris Courtney appealed, and this case was opened as a result. Subsequent to the opening of this appeal, and based on a phone conversation between a staff attorney of the Public Records Division and a representative of the School on August 30, 2022, I learned that the School intends to provide a written response. Accordingly, the School is ordered to provide Chris Courtney with a response in accordance with the Public Records Law, its Regulations and this order within ten business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Chris Courtney may appeal the substantive nature of the School’s response within ninety days. See 950 C.M.R. 32.08(1). Sincerely, Manza Arthur Supervisor of Records cc: Chris P.
