Snell, Jr. appealing the nonresponse of the Department of Correction (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On July 17, 2022, Mr. Snell requested the following records: [1] [a]ll records, memorandum, information and any other materials…specific to changes, amendments, emergency revocation of 103 C.M.R. 483 (2020)[;] [2] [a]ll documentation, correspondence, memorandum, material, emails, SMS, text messaging, and everything else specific to State Administrative Procedures Act…[;] [3] [a]ll 103 C.M.R. 483 (2020) records, information, material, memorandums and etc. that is not specified in ¶¶ 1 and 2[;] [4] [n]ames, titles, assignments, duties, responsibilities of any Comm’r designee with statutory authority at any Department facility, specifically MCI-Shirley- medium…[;] [5] [a]ny other records, memorandum, information, material, emails, training manuals or facility wide procedures mandated to supervise and/or oversee Department supervisors…[;] [6] [a]ny related processes undertaken in full compliance with State Administrative Procedures Act, that codifies 103 C.M.R. 483 (2020)…[.] Claiming to not yet have received responsive records, Mr. Snell petitioned this office and this appeal, SPR22/1999, was opened as a result. Subsequently, the Department provided a response on September 1, 2022 to Mr. Snell.
