The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records September 14, 2022 SPR22/2005 Sandra Sheehan Records Access Officer Pioneer Valley Transit Authority 2808 Main Street Springfield, MA 01107 Dear Ms. Sheehan: I have received the petition of Alexander R. Keir, Esq., of Dunn & Phillips, P.C., appealing the response of the Pioneer Valley Transit Authority (Authority) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On July 19, 2022, Attorney Keir requested, “[a]ny and all dashcam/onboard video from the [named vehicle] on November 4, 2021, between 6:30 a.m. and 7:30 a.m.” On July 20, 2022, the Authority responded. Unsatisfied with the Authority’s response, Attorney Keir petitioned this office and this appeal, SPR22/2005, was opened as a result. Based upon a conversation between a Public Records Division staff attorney and an Authority representative, it is my understanding that the Authority intends on providing a subsequent response to Attorney Keir. Accordingly, the Authority is ordered to provide Attorney Keir with said response in a manner consistent with this order, the Public Records Law and its Regulations within 10 business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Attorney Keir may appeal the substantive nature of the Authority’s response within ninety days. See 950 C.M.R. 32.08(1). Sincerely, Manza Arthur Supervisor of Records cc: Alexander R. Keir, Esq.
