The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records September 9, 2022 SPR22/2028 Captain Michelle Mangino Records Access Officer Bureau of Administration Revere Police Department 400 Revere Beach Boulevard Revere, MA 02151 Dear Captain Mangino: I have received the petition of Andrew Quemere appealing the nonresponse of the Revere Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On August 8, 2022, Mr. Quemere requested the following records: [1] [t]he Department’s current use-of-force policies…[;] [2] [a] blank copy of each form used to report use-of-force incidents…[;] [3] [a]ll monthly and annual use-of-force reports[;] [4] [a]ll data on use-of-force incidents that are stored by the Department’s use-of- force tracking software…[;] [5] [a]ll numerical/statistical reports that can be generated by the Department’s use-of-force tracking software…[.] Claiming to not yet have received responsive records, Mr. Quemere petitioned this office and this appeal, SPR22/2028, was opened as a result. Subsequently, the Department provided a response on September 8, 2022 to Mr. Quemere. Where the basis of this appeal was opened as a result of the Department’s lack of a written response, I will consider this administrative appeal closed. Mr. Quemere may appeal the substantive nature of the Department’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
