Records Access Officer Third Associate City Solicitor City of Springfield 36 Court Street, Room 210 Springfield, MA 01103 Dear Attorney Roche: I have received the petition of Nhut Huynh appealing the response of the City of Springfield (City) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On July 15, 2022, Mr. Huynh requested “the complete case’s file ... for an incident that happened in the city of Springfield on June 15, 2002.” The City responded on August 10, 2022, providing responsive records in redacted form and withholding others. Unsatisfied with the City’s response, Mr. Huynh appealed, and this case was opened as a result. Based on an email exchange between the City and this office on September 20, 2022, I understand that the City intends to provide a supplemental response to Mr. Huynh. Accordingly, said response must be provided in a manner consistent with the Public Records Law and its regulations within ten business days. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. If issues remain unresolved, Mr. Huynh may appeal the substantive nature of the City’s supplemental response within ninety days. See 950 C.M.R. 32.08(1).
