See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On September 7, 2022, Stefan Liu requested: [1] All Excel spreadsheets submitted in response to the POST Commission’s request for agency attestation submission template spreadsheets. . . . [2] All supplemental, underlying, or replacement agency attestation spreadsheets . . . submitted in response to the POST Commission’s requests for attestation records. Claiming to not yet have received responsive records, Stefan Liu petitioned this office and this appeal, SPR22/2172, was opened as a result. Subsequently, the request was forwarded to the Lowell Police Department. It is my understanding that a representative from the Police Department intends on providing a written response to Stefan Liu. Accordingly, the Department is ordered to provide Stefan Liu with a response in accordance with the Public Records Law, its Regulations and this order within ten business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Stefan Liu may appeal the substantive nature of the Department’s response within ninety days. See 950 C.M.R. 32.08(1).
