The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records October 28, 2022 SPR22/2317 Stacy Book Compliance Officer III Massachusetts Parole Board 12 Mercer Road Natick, MA 01760 Dear Ms. Book: I have received the petition of Kevin Norris appealing the nonresponse of the Massachusetts Parole Board (Board) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On September 26, 2022, Mr. Norris requested the following records: 1) A copy of the settlement agreement entered into by the parole board with [named person] regarding his lawsuit concerning revocation in [named lawsuit] … 2) A copy of the settlement agreement made with former [named] employee regarding racial discrimination; 3) A copy of the settlement agreement made with [named person] in 2015, regarding parole revocation; 4) A copy of the parole hearing decisions and revocation decisions regarding [named person] and; 5) A copy of the 2022 parole decision of [named person]. Claiming to not yet have received responsive records, Mr. Norris petitioned this office and this appeal, SPR22/2317, was opened as a result. Subsequently, I learned that the Board provided Mr. Norris with a response dated October 14, 2022. Where the basis of this appeal was opened as a result of the Board’s lack of a written response, I will now consider this administrative appeal closed. Mr. Norris may appeal the substantive nature of the Board’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
