Director of Public Records City of Boston One City Hall Square Boston, MA 02201 Dear Attorney Williams: I have received the petition of Margaret Rachel Young appealing the response of the City of Boston (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On September 15, 2022, Ms. Young requested the following records: [1] The complete Irving School Renovation Feasibility Report, including the cost estimate, commissioned by the Public Facilities Department on behalf of the Boston Public Schools, authored on or around July 2022; [2] Any memos written by the current “house doctor” architect and/or project manager for the City of Boston Public Facilities Department relating to the condition of the Irving School, Irving School renovation scope, Irving School renovation construction budget, and Irving School renovation construction timeline; [3] Any appendix, ancillary or supporting documents appurtenant to the above- requested documents, whether draft or final; [4] Physical space and student enrolment analysis, memos, reports and spreadsheets related to the proposed merger of the Sumner and the Philbrick authored by Boston Public School’s Office of Planning and Analysis and Office of Operations and the City of Boston’s Public Facilities Department; [5] Physical space and student enrolment analysis of the Sumner elementary school authored by Boston Public School’s Office of Planning and Analysis and Office of Operations related to the school’s 6th grade expansion; and, [6] All emails and correspondence discussing the REPT (Racial Equity Planning Tool) related to proposed merger of the Sumner and the Philbrick.” One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832• Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us Shawn A. Williams, Esq. SPR22/2447 Page 2 November 4, 2022 Prior appeals The requested records were the subject of prior appeals. See SPR22/2269; SPR22/2270 Determination of the Supervisor of Records (Supervisor) (October 20, 2022). Where her prior appeals were opened due to a non-response by the City, I closed the prior appeals when the City responded on October 17, 2022. On October 26, 2022, Ms. Young petitioned the Supervisor, indicating that the City did not provide the records pertaining to the Boston Public Schools, and the current appeal was opened. After this appeal was opened, the City provided a November 2nd response, including a link to the City’s Public Records Center for Ms. Young to download the responsive records of the City’s Public Schools. Conclusion Accordingly, where the City provided the records responsive to Ms. Young’s request for records from the City’s Public Schools, I will consider this administrative appeal closed.
