The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records November 15, 2022 SPR22/2474 Joanna Bilotta City Clerk City of Fitchburg 712 Main Street Fitchburg, MA 01420 Dear Ms. Bilotta: I have received the petition of Jacquelyn Wehtje appealing the response of the City of Fitchburg (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On September 30, 2022, Ms. Wehtje requested: All forms and procedures to initiate a [C]harter change via citizens’ petition to the City Council, including a sample from the precedent referenced below. I have identified a precedent to assist you in locating and identifying these records. During the 9/29/22 Historical Commission meeting [a named individual] stated that she established the Fitchburg Historical Commission, which would be a [C]harter change, via a petition to the City Council… Prior appeal The request was the subject of a prior appeal. See SPR22/2347 Determination of the Supervisor of Records (November 1, 2022). I closed SPR22/2347 after the City provided Ms. Wehtje with a response on November 1, 2022. Unsatisfied with the City’s response, Ms. Wehtje petitioned this office and the current appeal was opened. Based upon a conversation between a senior attorney in the Public Records Division and a representative from the City, it is my understanding that the City intends to provide a further response regarding Ms. Wehtje’s September 30th request.
