The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records November 16, 2022 SPR22/2487 Rebecca J. Harris, Ph.D Town Clerk Town of Boxborough 29 Middle Road Boxborough, MA 01719 Dear Dr. Harris: I have received the petition of William Sutcliffe appealing the response of the Town of Boxborough (Town) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On October 5, 2022, Mr. Sutcliffe requested, “…detailed legal bills from [named firm] for the calendar year 2022, broken down by category[.]” The Town provided a response on October 20, 2022. Unsatisfied with the response, Mr. Sutcliffe petitioned this office and this appeal, SPR22/2487, was opened as a result. Based upon a conversation between a Public Records Division staff member and a Town representative, it is my understanding that the Town intends on providing a further response to Mr. Sutcliffe. Accordingly, the Town is ordered to provide Mr. Sutcliffe with a response to the request in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Mr. Sutcliffe may appeal the substantive nature of the Town’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
