The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records November 18, 2022 SPR22/2503 Colleen LaChance Executive Assistant Palmer Public School District 4107 Main Street Palmer, MA 01069 Dear Ms. LaChance: I have received the petition of Noah Bombard, on behalf of Luis Fieldman, of MassLive, appealing the response of the Palmer Public Schools (School) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On October 20, 2022, Luis Fieldman requested “any settlement records that exist between [the] Superintendent ... and any former employees in the school district.” The School responded on October 31, 2022, providing responsive records in redacted form. Unsatisfied with the School’s response, Mr. Bombard appealed, and this case was opened as a result. Based on a telephone conversation between this office and an attorney for the School on November 18, 2022, I understand that the School intends to provide a supplemental response. Accordingly, the School is ordered to provide said response to Mr. Bombard in a manner consistent with the Public Records Law and its regulations within ten business days. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. If issues remain unresolved, Mr. Bombard may appeal the substantive nature of the School’s supplemental response within ninety days. See 950 C.M.R. 32.08(1).
