The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records November 17, 2022 SPR22/2577 Kelly Govoni Primary Records Access Officer Executive Office for Administration and Finance State House, Room 373 Boston, MA 02133 Dear Ms. Govoni: I have received the petition of Christopher Michaud appealing the nonresponse of the Executive Office for Administration and Finance (Office) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On October 28, 2022, Mr. Michaud requested the following records: [1] When the proposed regulation being 314 CMR 21.00 and proposed revisions to 310 CMR 15.00 were submitted to [the Office] for review… [2] Comments from [the Office] in response to the proposed regulations being 314 CMR 21.00 and proposed revisions being 310 CMR 15.00… Claiming to not yet have received responsive records, Mr. Michaud petitioned this office and this appeal, SPR22/2577, was opened as a result. Subsequently, I learned that the Office provided Mr. Michaud with a response dated November 16, 2022. Where the basis of this appeal was opened as a result of the Office’s lack of a written response, I will now consider this administrative appeal closed. Mr. Michaud may appeal the substantive nature of the Office’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
