Strahan appealing the nonresponse of the Massachusetts Port Authority (Authority) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On November 12, 2022, Mr. Strahan requested the following records: [1] Any…document that identifies the names and contact information of all companies whose ships regularly dock at [Authority] facilities. [2] The current signed contract that [the Authority] has with the shipping company known as COSCO and/or any of its affiliates… [3] The current signed contract that [the Authority] has with the Mediterranean Shipping Company and/or any of its affiliates. [4] The current signed contract that [the Authority] has with the CGM-CMA shipping company and any of its affiliates. Claiming to not yet have received responsive records, Mr. Strahan petitioned this office and this appeal, SPR22/2741, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Authority has provided a response. Accordingly, the Authority is ordered to provide Mr. Strahan with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Mr. Strahan may appeal the substantive nature of the Authority’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
