The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records December 15, 2022 SPR22/2754; SPR22/2755 Rick Veilleux Mystic Valley Regional Charter School 4 Laurel Street Malden, MA 02148 Dear Mr. Veilleux: I have received the petitions of Malden News Network appealing the nonresponse of the Mystic Valley Regional Charter School (School/MVRCS) to requests for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). In separate requests, the requestor sought certain documents from the School. On October 6, 2022, the requestor sought five (5) categories of records regarding statements, ledgers, filings, reports, payments, agreements. Subsequently, on November 14, 2022, the requestor sought seven (7) categories of records between several media outlets in relation to the school’s lawyer [named individual] or past or present Board of Trustees member. Claiming to not yet have received responsive records, the requestor petitioned this office and the following appeals, SPR22/2754 and SPR22/2755, were opened as a result. Despite being notified of the opening of both appeals, it remains unclear whether the School has provided a response(s). As such, the School is ordered to provide the requestor with a response(s) to the requests, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response(s) must be provided to this office. The requestor may appeal the substantive nature of the School’s response(s) within ninety (90) days. See 950 C.M.R. 32.08(1). The School is advised that the Attorney General’s Office (AGO) has previously found “that the School is a public entity subject to the Public Records Law” and has previously directed the School to respond to public records requests.
