The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records December 9, 2022 SPR22/2775 Kathleen M. Spofford Town Clerk Town of Townsend Memorial Hall 272 Main Street Townsend, MA 01469 Dear Ms. Spofford: I have received the petition of Gordon Clark appealing the response of the Town of Townsend (Town) to a request for public records. G. L. c. 66 § 10A; see also 950 C.M.R. 32.08(1). On December 1, 2022, Mr. Clark requested: All… police internal affairs reports, e-mails, documents regarding citizen complaints against [a named individual] regarding the following citizens… the request should include all communications with [a named individual] regarding these complaints. The Town responded on December 1, 2022. Unsatisfied with the Town’s response, Mr. Clark petitioned this office and this appeal, SPR22/2775, was opened as a result. Subsequently, I learned that the Town provided a further response on December 8, 2022. Where this appeal was opened as a result of the Town’s December 1st response, I will now consider this administrative appeal closed. Mr. Clark may appeal the substantive nature of the Town’s December 8th response within ninety (90) days. See 950 C.M.R. 32.08(1). Sincerely, Manza Arthur Supervisor of Records cc: Gordon Clark One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832• Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us
