The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records January 4, 2023 SPR22/2941 Paul J. Iversen Records Access Officer City of Framingham City Clerk Office 150 Concord Street Framingham, MA 01702 Dear Mr. Iversen: I have received the petition of Olufunmilola Shelly appealing the response of the City of Framingham (City) to a request for public records. G. L. c. 66 § 10A; see also 950 C.M.R. 32.08(1). On December 9, 2022, Ms. Shelly requested various video recordings of meetings by the Human Relations Commission and “all emails sent or received by [a named individual]… when the topic is anything to do with the HRC between 11/22/2022-12/9/2022.” The City responded on December 22, 2022. Unsatisfied with the City’s response, Ms. Shelly petitioned this office and this appeal, SPR22/2941, was opened as a result. Based upon a conversation between a Public Records Division staff member and a City representative, it is my understanding that the City intends on providing a further response to Ms. Shelly. Accordingly, the City is ordered to provide Ms. Shelly with a response to the request in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Ms. Shelly may appeal the substantive nature of the City’s response within ninety (90) days.
