The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records March 7, 2023 SPR23/0353 Helena Naglack Commissioner Thorndike Fire & Water District 4064 Church Street Thorndike, MA 01079 Dear Ms. Naglack: I have received the petition of Daniel Narreau appealing the nonresponse of the Thorndike Water District (District) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 6, 2023, Mr. Narreau requested billing history and communications for an individual and “all returned mail to attempt to resolve [named person’s] delinquent account [and] [a]ny and all communications and emails from [named] law offices [and] [a]ny and all communications between Town of Palmer employees for placing the Municipal Lien Certificate recorded in the Hampden County Deeds Office....” Claiming to not yet have received a response, Mr. Narreau petitioned this office and this appeal, SPR23/0353, was opened as a result. Subsequently, I learned that the District provided a response to Mr. Narreau on February 28, 2023. Where the basis of this appeal was opened as a result of the District’s lack of a written response, I will now consider this administrative appeal closed. Mr. Narreau may appeal the substantive nature of the District’s response within 90 days. See 950 C.M.R. 32.08(1).
