The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records April 10, 2023 SPR23/0584 Robin Phelan Town Clerk Town of Boxford 7A Spofford Road Boxford, MA 01921 Dear Ms. Phelan: I have received the petition of Andrew Quemere appealing the response of the Town of Boxford (Town) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 6, 2023, Mr. Quemere requested, “[a]ll police reports and other records associated with the arrest of [an identified individual] in December 1988 on the charge of open and gross lewdness[.]” On March 13, 2023, the Town responded. Unsatisfied with the Town’s response, Mr. Quemere petitioned this office and this appeal, SPR23/0584, was opened as a result. Subsequently, I learned that the Town provided a further response dated March 30, 2023 to Mr. Quemere. Where this appeal was opened as a result of the Town’s March 13th response, I will now consider this administrative appeal closed. Mr. Quemere may appeal the substantive nature of the Town’s March 30th response within ninety (90) days. See 950 C.M.R. 32.08(1).
