The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records April 13, 2023 SPR23/0606 Kate Silvia Director of Communications Executive Office of Public Safety and Security Department of Correction 50 Maple Street, Suite 3 Milford, MA 01757 Dear Ms. Silvia: I have received the petition of Joshua Carrier appealing the response of the Department of Correction (Department) to a request for public records. G. L. c. 66 § 10A; see also 950 C.M.R. 32.08(1). On January 22, 2023, Mr. Carrier requested the following: [1] All meeting minutes and/or documents for the Property Committee meeting on the 1st quarter and/or for the month of January 2023. [2] All meeting minutes and/or documents for the Canteen Committee meeting for the 1st quarter and/or for the month of January 2023. [3] Any and all documents that were presented in the meeting(s) for the above months/quarters. Previous appeal This request was the subject of a previous appeal. See SPR23/0346 Determination of the Supervisor of Records (March 6, 2023). In my March 6th determination, I closed the appeal after the Department provided Mr. Carrier with a supplemental response on February 21, 2023. Unsatisfied with the response, Mr. Carrier petitioned this office and this appeal, SPR23/0606, was opened as a result. Based upon a conversation between a representative of the Department and a staff attorney of the Public Records Division, it is my understanding that the Department intends on providing a further response to Mr. Carrier to address his records request. Kate Silvia SPR23/0606 Page 2 April 13, 2023 Accordingly, the Department is ordered to provide Mr. Carrier with said response in a manner consistent with the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us.
