The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records April 21, 2023 SPR23/0710 Scott C. Crabtree, Esq. Town Manager Town of Saugus 29 Central Street, Suite 1 Saugus, MA 01906 Dear Attorney Crabtree: I have received the petition of Michael J. Long, Esq., of Long, Dipietro, and Gonzalez, LLP, appealing the nonresponse of the Town of Saugus (Town) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 23, 2023, Attorney Long requested: ...all bills and/or invoices for legal investigatory, or other services rendered to the Town or rendered to any board, committee, or department of the Town, by the Arrowood, LLP law firm, or by any attorney or other individual who is now or has been an employee or partner or contracted with Arrowood, LLP, or any other attorney or legal, investigatory, or related services provider, relating to [a named individual] and/or the superintendency of the Saugus Public Schools, billed for the time period between January 1, 2015 and the date of this writing, March 23, 2023. Claiming to not yet have received responsive records, Attorney Long petitioned this office and this appeal, SPR23/0710, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Town has provided a response. Accordingly, the Town is ordered to provide Attorney Long with a response to the request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Attorney Long may appeal the substantive nature of the Town’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
