Scott City Clerk Records Access Officer City of Greenfield 14 Court Square Greenfield, MA 01301 Dear Ms. Scott: I have received the petition of Ellie Mandell appealing the response of the City of Greenfield (City) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 12, 2023, Ms. Mandell requested specific information regarding tax profile data for Fiscal Year 2023 for all City of Greenfield parcels. Prior Appeals The requested records were the subject of prior appeals. See SPR23/0363 Determination of the Supervisor of Records (March 8, 2023) and SPR23/0475 Determination of the Supervisor of Records (March 17, 2023). In my March 17th determination, I closed the appeal after the City indicated that they would provide a further response to Ms. Mandell. On March 28, 2023, the City responded. Unsatisfied with the City’s response, Ms. Mandell petitioned this Office and this appeal, SPR23/0718, was opened as a result. Based upon a conversation between a Public Records Division staff attorney and a City representative, it is my understanding that the City intends on providing a subsequent response to Ms. Mandell. Accordingly, the City is ordered to provide Ms. Mandell with said response, in a manner consistent with the Public Records Law and its Regulations within 10 business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Ms. Mandell may appeal the substantive nature of the City’s response within ninety days. See 950 C.M.R. 32.08(1).
