The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records June 26, 2023 SPR23/1432 Alexandra Hayden Records Access Officer Chelmsford Police Department 2 Olde North Road Chelmsford, MA 01824 Dear Ms. Hayden: I have received a petition on behalf of the Chelmsford Police Department (Department) seeking permission to charge for time spent segregating or redacting responsive records. G. L. c. 66, § 10(d)(iv). As required by law, the Department furnished a copy of this petition to the requestor. Id. In June of 2023, Mike Paintsil requested various categories of records regarding a specific incident. Concurrent with this petition, the Department provided Mr. Paintsil with a fee estimate on June 22, 2023. In an email to the this office on the same day, Mr. Paintsil indicated his willingness to pay the fee the Department assessed in its fee estimate. In light of the above, it is unnecessary to opine on the Department’s petition for permission to charge for time spent segregating or redacting responsive records. Further, this office encourages Mr. Paintsil and the Department to continue to communicate directly to facilitate providing records more efficiently and affordably. See G. L. c. 66, § 10(b)(vii). Sincerely, Manza Arthur Supervisor of Records cc: Mike Paintsil One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832 • Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us
