The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records July 18, 2023 SPR23/1542 Seah Levy Public Records Access Officer City of Cambridge 795 Massachusetts Avenue Cambridge, MA 02139 Dear Ms. Levy: I have received the petition of Young Kim appealing the response of the City of Cambridge (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On April 5, 2023, Young Kim requested “... any and all traffic data collection/analysis contract result of which was used by the Traffic, Parking and Transportation Department to generate the Local Traffic Analysis Report.” The City responded on April 14, 2023 and June 8, 2023. Unsatisfied with the response, Young Kim petitioned this office and this appeal, SPR23/1542, was opened as a result. The requirements for an appeal are as follows: Such appeal shall be in writing, and shall include a copy of the original request, as sent to the custodian and the written response. The supervisor shall accept an appeal only from a person who has made his or her request in writing. To petition an appeal, you must send the Supervisor of Records copies of the following: 1. The written request; 2. The written response, in an accessible format; 3. A brief letter detailing the reason for the appeal. Given that the written responses in an accessible format are not provided, we are unable to assist Young Kim in this appeal at this time. Young Kim may feel free to re- submit the appeal when all copies of all the required documents are available.
