Murphy Town Clerk City of Watertown 149 Main Street Watertown, MA 02472 Dear Ms. Murphy: I have received the petition of Attorney Thomas Henry on behalf of Timothy Craw appealing the nonresponse of the Town of Watertown (Town) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On June 23, 2023, Mr. Craw requested records related to the Lowell Elementary School construction project. Specifically, Mr. Craw requested the following records: [1.] A Copy of the Certified Payrolls for ALL Contractors and Sub Contractors except for the Plumbing, HVAC and Electrical Sub Contractors… to date[;] [2.] [Copies] of the Wage Determination Sheets… and OSHA certification cards[.] Claiming to not yet have received responsive records, Attorney Henry petitioned this office and this appeal, SPR23/1618, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Town has provided a response. Accordingly, the Town is ordered to provide Attorney Henry with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Attorney Henry may appeal the substantive nature of the Town’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
