The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records August 9, 2023 SPR23/1804 Kate Silvia Director of Communications Massachusetts Department of Correction 70 Franklin Street, Suite 600 Boston, MA 02110 Dear Ms. Silvia: I have received the petition of Joshua Carrier appealing the response of the Department of Correction (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On June 27, 2023, Mr. Carrier requested: 1. All meeting minutes and/or documents for the Property Committee meeting for 2nd quarter and/or for the month of April, 2023 2. All meeting minutes and/or documents for the Canteen Committee meeting for 2nd quarter and/or for the month of April, 2023 3. Any and all documents that was presented in the meeting for the above months/quarters[.] The Department provided a response on June 27, 2023. Unsatisfied with the Department’s response, Mr. Carrier petitioned this office and this appeal, SPR23/1804, was opened as a result. Subsequently, I learned that the Department provided a further response on August 4, 2023. Where this appeal was opened as a result of the Department’s June 27th response, I will now consider this administrative appeal closed. Mr. Carrier may appeal the substantive nature of the Department’s August 4th response within ninety (90) days. See 950 C.M.R. 32.08(1).
