See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On June 19, 2023, Mr. Bradley requested the following records pertaining to policies at multiple Department correctional facilities: [1.] All recordings, and or audio of my telephone conversations of [an identified individual][;] [2.] All policies, regulations, statutes, guidelines, protocols, rules, bulletins, memoranda, manuals, governing and which detail the purpose of the ‘program engagement strategy’ at the North Central Correctional Institution[;] [3.] [A]ll regulations, policies, protocols, guidelines, statutes, manuals, rules, amendments governing the treatment center in Bridgewater[,] Mass. including but not limited to: A. Classification [a]ssessment[;] B. Statutory [a]uthority [4.] Any record which purports to depict that going to the treatment center program in Bridgewater, Massachusetts is a voluntary program. Claiming to not yet have received a response, Mr. Bradley petitioned this office and this appeal, SPR23/1864, was opened as a result. Subsequently, I learned the Department provided a response to Mr. Bradley on August 17, 2023. Where this appeal was opened as a result of the Department’s lack of a written response, I will now consider this administrative appeal closed. Mr. Bradley may appeal the substantive nature of the Department’s response within 90 days. See 950 C.M.R. 32.08(1).
