The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records September 6, 2023 SPR23/2013 Sean Driscoll Communications Director Woods Hole, Martha’s Vineyard and Nantucket Steamship Authority 228 Palmer Avenue Falmouth, MA 02540 Dear Mr. Driscoll, I have received the petition of David Dandridge appealing the nonresponse of the Woods Hole, Martha’s Vineyard and Nantucket Steamship Authority (Authority) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On August 8, 2023, Mr. Dandridge requested the following records: [1.] Outboard profile ‘drawings’ for both Eagle and Sankaty[;] [2.] The displacement of each of those vessels as ‘light ship’, or documentation from which it can be determined[;] [3.] Hydrostatic data from which I may determine their displacements at drafts up to fully loaded[;] [4.] Something specifying or indicating contract speed and service speed of Nantucket, as originally built and powered in 1974[.] [5.] ... drawings or files for a vessel the SSA intended to build in the early 1970s... Claiming to not yet have received responsive records, Mr. Dandridge petitioned this office and this appeal, SPR23/2013, was opened as a result. Subsequently, I learned that the Authority provided a response to Mr. Dandridge on August 25, 2023. Where this appeal was opened as a result of the Authority’s lack of a written response, I will now consider this administrative appeal closed. Mr. Dandridge may appeal the substantive nature of the Authority’s response within 90 days. See 950 C.M.R. 32.08(1).
