The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records September 29, 2023 SPR23/2240 Thomas Geary Assistant Superintendent of Finance and Operations Lynnfield Public Schools 525 Salem Street Lynnfield, MA 01940 Dear Mr. Geary: I have received the petition of Frances M. Richard appealing the response of the Lynnfield Public Schools (School) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On August 17, 2023, Ms. Richard requested “…the [L]ine-[I]tem School [B]udget.” The School provided Ms. Richard with a copy of Fiscal Year 2023-2024 Annual Budget. As a result of not receiving the Fiscal Year 2023-2024 School Line-Item Budget, Ms. Richard petitioned the Supervisor of Records, and this appeal was opened. With her petition, Ms. Richard provided an example of a Line-Item Budget that she received previously. Subsequent to the opening of this appeal, in a September 22, 2023, the School informed an attorney in the Public Records Division that the School intends to provide a further response to Ms. Richard. Accordingly, the School is ordered to provide Ms. Richard with said response in a manner consistent with the Public Records Law and its Regulations within 10 business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. Ms. Richard may appeal the substantive nature of the School’s response within ninety days. See 950 C.M.R. 32.08(1). Sincerely, Manza Arthur Supervisor of Records cc: Frances M.
