The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records October 26, 2023 SPR23/2456 Jeremy Saint Laurent, Esq. First Associate City Solicitor City of Springfield 36 Court Street Springfield, MA 01103 Dear Attorney Saint Laurent: I have received the petition of Blue POV appealing the response of the Springfield Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On September 23, 2023, the requestor sought “[a]ll body cam footage of arresting officer for the arrest of [a named individual] arrested for… disorderly conduct…” On October 12, 2023, the Department responded and provided a fee estimate. Unsatisfied with the response, the requestor petitioned this office and this appeal, SPR23/2456, was opened as a result. Based on an email sent to this office on October 19, 2023, I learned that the Department intends to provide a further response to the requestor. Accordingly, the Department is ordered to provide the requestor with said response, in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. The requestor may appeal the substantive nature of the Department’s response within ninety (90) days. See 950 C.M.R. 32.08(1). Sincerely, Manza Arthur Supervisor of Records cc: Blue POV Stephen Roche, Esq.
