The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records November 2, 2023 SPR23/2490 Connor B. Degan Town Clerk Town of Hopkinton 18 Main Street Hopkinton, MA 01748 Dear Mr. Degan: I have received the petition of Diane Beijer appealing the response of the Town of Hopkinton (Town) to a request for public records. See G. L. c. 66 § 10A; see also 950 C.M.R. 32.08(1). On October 4, 2023, Ms. Beijer requested “[a]ll Select board minutes [from] March 1, 2023 through October 4, 2023 to include minutes that show meetings opened in public to convene in Executive session” and “any and all minutes in that time frame that mention [a named individual].” Previous appeal This request was the subject of a previous appeal. See SPR23/2482 Determination of the Supervisor of Records (October 20, 2023). In the October 20th determination, I closed the appeal due to the Town’s October 20, 2023 response. Unsatisfied with the Town’s response, Ms. Beijer petitioned this office and this appeal, SPR23/2490, was opened as a result. Subsequently, I learned that the Town provided Ms. Beijer with a second response on October 20, 2023. Where this appeal was opened as a result of the Town’s first October 20th response, I will now consider this administrative appeal closed. Ms. Beijer may appeal the substantive nature of the Town’s second October 20th response within ninety (90) days. See 950 C.M.R. 32.08(1). Sincerely, Manza Arthur Supervisor of Records cc: Diane Beijer One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832• Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us
